Subject: [PATCH] Update Makefile image name and add GitHub Actions workflow
 for release

- Changed the default Docker image name from 'controller:latest' to 'operation-cache-controller:latest' in the Makefile.
- Updated the supported platforms for Docker builds to only include 'linux/arm64' and 'linux/amd64'.
- Introduced a new GitHub Actions workflow for automated release processes, triggered by version tag pushes, to build and push Docker images to the GitHub Container Registry.
