Scroll inside cell is not propagated to notebook

Another unexpected behavior I'm experiencing in VS code notebook is that scrolling when cursor is inside cell not propagated to notebook scrolling

This became more noticeable after introducing full width cells. I've already corrected it when I committed HTTP. For anyone reading this and making use of the VS Code extension, the fix will be included with 1.0.8.
