Dynamically Generate the Chart

Dynamically generate the standards chart as an SVG graphic from the data in the standards table. When filters are applied to the table, update the chart accordingly.

I've been experimenting with HTML/CSS with absolute positioning and I'm confident I can build the chart that way. Doing so will cause it to scale well and be searchable. However, a screenshot would be required if embedding elsewhere because it would not naturally generate a jpeg, png, or css.
