Add arbitrary folders?

Is there a way for the user the specify an arbitrary directory and configure special settings for it?

No. WinSetView sets default views for folder types, not individual folders.

There was a time when the hidden desktop.ini file could be used to set the view for an individual folder, but that was last seen on XP or Vista.

You might find FolderViewPainter useful. You can use it to export and import folder views for any individual folder. That could potentially save time getting specific folders set up to your preferences.
