Actual Behavior
For the cloud BAdI we would need to provide a sample implementation class as well and mostly the class code would be commented as it shall be used as a reference for the customers. During the release of my TR, I'm getting an exception saying the percentage of the comments must be lower than 10% of the productive code.

Exempt BAdI example classes.

Technically, how can it distinguish between a normal class and an example class?

I believe that you can identify BAdI example classes by checking table ENHSPOTOBJ with OBJ_TYPE = CLAS.
