issue_index 및 action_run_index 테이블의 group_id는 레포지토리 id를 가져다 씀
다만 레포가 생성 될때 디비에 추가되는 것이 아닌 첫 이슈가 생성되거나 수정 되었을 때 레포 id별로 max_index를 가져와서 저장함
