Add license file

This is the same license type (GPL 3.0) as used by Arduino CLI, but I have used the exact text copied from GitHub's
https://choosealicense.com/licenses/gpl-3.0/ in order to allow license detection by GitHub and the licensee Ruby gem it
uses.
