Per 2026-04-24 public-repo audit §OSS-readiness-gaps #10.

Empty scaffolding using Keep a Changelog 1.1.0 format, SemVer, and
Conventional Commits. Includes a commented-out release template so
the next tag-up can copy-paste the shape.
