Play Sound Maximum duration #3442

Add the maximum sound duration found in the Amazon Polly TTS to the Play Sound effect (both when played on an output device, and when played on the overlay)
Additional context
Currently, I don't think maximum duration works as expected when Amazon Polly TTS is set to output to the overlay, as that uses play-sound's overlay event which doesn't have support for maximum duration
