This changes the defaults to be consistent: all cases without explicit `create-issue: true` now default to `false`. Fixes the inconsistency described in the issue by: - Changing `parseIssueReportingConfig` nil-value case from `CreateIssue: true` to `CreateIssue: false` - Changing `parseIssueReportingConfig` map-without-create-issue case from `CreateIssue: true` to `CreateIssue: false` -
