Rebuild UI using Tailwind CSS

The admin UI is useable but a little clunky and poorly designed. It is a mish-mash of custom CSS and Twitter Bootstrap, and has no official design language or API.

Rebuild using Tailwind to bring uniformity to the UI as well as a more up-to-date design language.
