CLN: Remove "flake8: noqa" from files

Just some minor house-cleaning to cut down on the number of search
results found <a href="https://github.com/pandas-
dev/pandas/search?utf8=%E2%9C%93&q=flake8%3A+noqa&type=">here</a>.
