Documentation for rancher/turtles#1924

Two notes:

  1. Effectively this feature is enabled by default in Rancher 2.13 (and Turtles 0.25 following the default installation method).
  2. I assume feat: add no-cert-manager e2e coverage turtles#1924 will be backported to 0.25

This is why 0.25 documentation has been altered.
