Remove the www/ directory outright.

We have a real website now, which should better capture the contents of
FAQ.rst and Philosophies.rst anyway. In particular, swift.org/about/ and
swift.org/documentation/api-design-guidelines.html should cover most
design considerations for both the language and our APIs.
