Bump miden-crypto to 0.16.1 #1831

What should be done?
Bump miden-crypto to 0.16.1 as well as miden-vm crates. The former is required to expose a new extension to allow implementation of a compressed sparse merkle tree, see 0xMiden/node#1158 (comment)

Updating dependencies
When is this task done?
When all sub 0.16.1 dependencies of cargo tree -i miden-crypto@0.15.9 are replaced with miden-crypto@0.16.1 or higher.
