CLI API to allow non-Ruby use

I haven't investigated this gem too thoroughly, but if it's possible to create a CLI entry point that prints to STDOUT, you could drop the "Ruby" from "Ruby access to the Sam.gov API" description. :)

We could try using something like Thor. Theoretically we could build a separate cli with mruby-cli that compiles binaries for Windows/Mac/Linix

I think for now, it might make sense just to add a bin/ Ruby script to the gem and see how popular that is, then we can architect another solution later
