Problem Description
openresty 升级应自动按上个版本模块先编译一次
Steps to Reproduce
在openresty 模块新增brotli 后，手动增加全局生效
brotli_comp_level 6;
brotli_types text/plain text/css application/javascript application/json application/xml+rss;
升级openresty后会因为， 不带brotli编译导致无法启动。
