This PR does what it says and updates syn to 2.0.98 to gain support for parsing recently-stabalized language features such as safe fn inside unsafe extern blocks. Without it the tool throws a cryptic error:

Error: Failed to parse: CrateName.swift

Caused by:
    0: expected `!`
    1: expected `!`
