This PR for the JA2 engine introduces a value
BACKPACK_WEIGHT_FACTORin theJa2_Options.INIfile. This PR tries to explain the value inside said ini file as well as the relevant XML for the INI Editor.This pull request also contains a small clarification that the other values talk about the weight of the empty backpack while
