problem with "drug items" and "drug types" tags in backgrounds

#226 that's where the tags come from

Problem is, they have to placed at very bottom of background, if not, all following tags are ignored

example:

pic 01; smoker tag is below them and will be ignored

pic 02; smoker tag is above and everything is fine

same for any other tags, not just smoker

won't show in background text-box at laptop and also not in melody when comapring mercs, seems it's not just the text, it's just not existing
