Sidebar should have fixed height #1286
Description
Currently, the sidebar also extends when the main content on the left becomes scrollable. But the sidebar should not be scrollable in order to always show the Help Center button in the top-left.
This will become more critical once we have infinite scroll implemented in the transaction list or allow.
