This PR aims at implementing both
option_wumboramaandoption_i_wumbo_you_wumbo, see lightning/bolts#590 . The features can be enabled via configuration file modifying local/global features according to one's need. The path-finding heuristics have been adjusted to consider channel capacity in a wumbo world.TODO: adjust GUI
