Assistant/Provenance tool appears in Recommended Tools list when not logged in

Describe the bug
Provenance tool appears in Recommended Tools list when not logged in, but tool is for beta-tester only. Clicking the tool takes user to Tools page but URL is: /app/tools/c2pa/autoRun

To Reproduce
Steps to reproduce the behavior:

1. In Assistant, submit URL: https://www.breitbart.com/europe/2025/12/01/biggest-threat-in-800-years-scrapping-juries-imperils-freedom-of-speech/
2. Scroll to Extracted media files
3. Click on an image
4. See Recommended Tools list

Expected behavior
Provenance tool should not appear in Recommended Tools list

Problem is with isAuthenticated. It is coming up as true when not logged in, so lets through tool c2paData despite role is [].

The same happens for imageGif tool, it would display too if we weren't ignoring it (because it requires two images).
