[Feature] Integrate DraNet

DraNet is an implementation of the Kubernetes DRA API for the management of Dynamic Resources specially focused on networking for AI/ML workloads.

It allows the management of any network interfaces, also with RDMA, so it offers a native integration with Kubernetes, improving scalability, performance and efficiency.

DRANET already supports TPU and GPU VMs with multiple interfaces so it will be nice to integrate it with XPK
