[Issue]: Relative-to-project dir binary path is sometimes broken

Problem Description

This works:

intelliperf -vvv --project_directory=./examples --formula=swizzling_test --output_kernel_file=reduce_test.txt -- ./triton/reduce.py

But this does not

intelliperf -vvv --project_directory=./examples --formula=swizzling_test --output_kernel_file=reduce_test.txt -- triton/reduce.py

Ideally, both work.
