Maintain submodule structure of app_specific_files folder

We want to be able to do the following:

Cloning the Jupiter Orchestrator along with the Distributed Network Anomaly Detection related files, run :

git clone --recurse-submodules git@github.com:ANRGUSC/Jupiter.git cd Jupiter git submodule update --remote
