Closing — Dependabot's package-lock.json is incomplete (missing transitive conventional-commits-filter@5.0.0 from @commitlint/cli@20), so npm ci fails and CI never runs the actual lint check. @dependabot recreate did not fix it (this is a Dependabot lockfile-regeneration defect, not a project issue).

The bump itself (commitlint/cli 19.8.1 → 20.5.2) is non-critical — current v19 works fine for our purposes, and the v20 changelog has no rule changes that affect us. Will reopen via the next weekly Dependabot run, where the lockfile should regenerate from a fresh state. If the same bug persists, we'll fix the lockfile manually then.
