Background

To improve performance and lower cost, lets test out ARM/Graviton build

You have a PR there, as long as docker build happens on arm64 machine it seems to work just fine.
However on x86_64 host I did not manage to make it build (even with buildx), so we need to check whether we have arm64 agents, or the ones we have are capable of building arm64 images that perform gcc-c++ compilation during the build
