Update Bitcoin Unlimited to 2.1.0.0

The image for Bitcoin Unlimited docker image needs to be updated to the latest release.
The dockerfile needs to pull the latest Bitcoin Unlimited. The Debian base image needs to be updated.
A new docker image and release need to be produced from the updated dockerfile.
