Combine ComunuinicateHelpers with AdamTcpClientService service

Need ComunicateProvider service, which will accept separate services related to communication

For ICommunicationProviderService creates stub services:

• AdamUdpMessageClient
• AdamUdpLogServer
• AdamWebSocketClient
• Remove obsolete Helpers and comunicate provider class
• Fix naming in service and comunication service provider
• We need to come up with a way to launch and a place for PythonScriptExecuteHelper #21
