Will also upload the wheel to the new release.
Also uses commit-sha as release version for pre-release or tag number
Wheels will be uploaded to the release
3.13 is failing with Cpython changes, and therefore can't be built so fixing it to 3.9, 3.10, 3.11, 3.12

I couldn't install
napari-cellseg3don Windows as it was needing some Visual C++ installed.I added the wheels to be uploaded back to the releases, so that it might get pushed to conda-forge (as was the original) but I don't know how to make that, and it's probably best if you are in charge ! :)
