Replace 7-line stub CLAUDE.md with full developer guide (Quick Start, Development workflow, Rust crate architecture, Conventions, Shared Resources)
Sourced real architecture from AGENTS.md and README

Test plan

Verify Quick Start install commands are accurate
Verify crate table matches crates/ directory
