The WWR doesn't always work

For some reason online/offline notifications seem to have become less and less reliable. This effects portals swirlies, chats, and a bunch of other things. I'm not sure how much of this is a problem with the WWR itself and how much is bugs in other agents. Right now I plan to look into it at the same time I am restructuring the Housekeeper agent (#13)

After investigation I think this might be related to the client spamming the add-contact script-- which also updates the WWRs for the contacts lists and resets their online status so the WWR doesn't detect the changes.
