Open Contact Screen makes the Game laggy

If the Contact screen is opened up the Game starts to lag, this is probably caused by the WWR (who's wanted register agents).

This is made obsolete by the Switch to ReBabel

This is no longer obsolete, although it's mitigated a bit by the latest changes in the client that only add online players to the contact list.
