still in draft phase, but i think it's better to get reviewed while in progress.
mainly intended to implement #71 with multi-stage build support and other image types other than anaconda-iso such as raw or bootc-installer (including renaming build-iso to build-bootable-artifacts).
also minor refactorings for some action input formats and simplification of artifact uploads.
first commit is for easier testing on forked repository.
