move Defines.php settings to User Control Panel

Phpwebsite needs to be less developer-centric and more average joe oriented. Captcha settings, Editor settings et al. all should be in the control panel. The lees a person has to edit config files, the better.

bumping this. I read over the wiki and think the LDAP settings can go in there as well. IMO the scripts for authentication, local, ldap, co-sign can all be set with the settings inside phpws's control panel in the same way the config file is written or stored in the database.

And yes, a million times on being able to define which buttons appear in CKEditor in the CP as well.
