Updates related to AstarNetwork/Astar#978.

IMPORTANT: Please don't merge until the above linked PR is merged & new release has been prepared.

Brings various changes to xcm-tools, thus requiring docs update.
Also changes node CLI, removing some WS specific params since they were merged with the http ones.

  • update xcm-tools related docs
  • update CLI related docs
  • inform Swanky Node team about doc update
