Clarification needed: allowed tools for "add feature with AI" dialog

Hi!

I have a finished project and now I want to reopen it to add a feature, as I would like Claude to improve the UI layout. Therefor, I started the conversation and, to make things clear, gave a web link where Claude can find examples of how I want the improvements to look like.

Sadly, Claude tells me everytime, that he is not allowed to use WebFetch or WebSearch, even though they are allowed user-wide and are also in the project's .claude_settings.json file.

What can I do? Where does this conversation agent get its permissions from?

I am having a problem where the agent under “Expand Project” is unable to add multiple tasks to the task list. It attempts to call the feature_create_bulk MCP tool, but says that it does not have access to it in this session. This prevents new tasks from being added.

What Ive seen is that the CLAUDE.md file that is created, has specific restrictions mentioned within it.
