Add ArgoCD ASO proper health status checks

Expected/desired behavior

When ASO provisions resources, the proper health condition should be reported in the ArgoCD UI by utilizing this custom health check definition. This should be properly integrated by default when the ArgoCD helm chart is installed on the management cluster.
