What this PR does / why we need it:
fix: force disable UnattendedUpgrades for network isolated cluster
First, for network isolated cluster, pmc and ubuntu are all not able to access, they will not never work.
If they are running backend, the dnf operation like
dnf makecacheordnf installwill wait for thetime.notifyorinstall.timeprocess to finishFinally, the cse will stuck at
dnf makecachefail with CSETimeout.Which issue(s) this PR fixes:
