I'd suggest to not use the GitHub/AzureDevOps task to allow users to test locally too. Similar to what we do with the Pester tests

@MrMCake Is testing in Visual Studio Code tasks fine, or do we also need a ./tests.ps1 type file for people to execute from the root of the repo?

Tasks run in VSCode https://microsoft.github.io/PSRule/v2/validating-locally/.

Setting ps-rule.yaml and .vscode/tasks.json should be fine. #161
