[Bug Report]: `CODEOWNERS` not correctly working

Describe the bug

As there exist a CODEOWNERS file in the .github folder, one should expect the modules-maintainers to automatically be added to PRs, which has not been working so far.

To reproduce

1. Raise a PR for any code
2. See if modules-maintainers are automatically added.
3. Observe they are not added.
