[Bug Report]: Correct incomplete resource removal

Describe the bug

Since the migration to the new dependency approach, the removal seems to struggle with the LAWs deployed by the Diagnostic Tests. Often a Resource Group with just the LAW remains of the tests:

Even with the new approach the issue is unfortunately not resolved an requires further investigation

It looks like some resources were not removed just because the updated module validation pipelines didn't complete due to corresponding static validation failures (outdated API versions).

This issue didn't happen anymore since the fix in PR #2490.
Moving it back to Needs triage to propose its closure.
