[Bug Report]: Web Site Basic Publishing Credentials Policy does not expose `allow` property

Describe the bug

Web Site Basic Publishing Credentials Policy does not expose allow property. the value true is hardcoded in the module. By default, the value is already set to true when a web app is created. so this module essentially does not do anything when deployed.

To reproduce

Deploy a webapp without the basic publishing credentials policy child module and examine the setting.
