Availability of Firewall Policies bicep module and its child Resources

Description

Currently CARML does not contain the firewallPolicies bicep module under the Microsoft.Network Resource Provider Namespace.

Requirement

Develop and test the firewallPolciies module in CARML according to the (ARM Documentation)[https://docs.microsoft.com/en-us/azure/templates/microsoft.network/firewallpolicies?tabs=bicep]

It needs to look like this from a folder view:

• Microsoft.Network
  • firewallPolicies (deploy.bicep, .parameters, .bicep, readme)
    • Rule Collection Groups (deploy.bicep, .bicep, readme)
    • Rule Groups (deploy.bicep, .bicep, readme)

Note that it requires a new workflow / pipeline
