RecoveryServicesVault: Issue with systemAssignedPrincipalId output

Description

Recovery Services Vault fails with the following error

Steps to reproduce

1. Run RSV deployment
2. Double check deployment in portal

Looks like a one time problem. Another run was successful.

The issue is still present. See e.g. a recent RSV run here

The bug is common to other modules. See related #800 for storage account

Note It's also flaky. The error may not be experienced in next runs (reason why this issue was initially closed).
