Readme generator - Check links and use "latest" or remove link depending on availability

## Description

In the readme generator we have a link generator for template references. For this we should add a basic link checker that does the following:
- Test link to template reference using specific api version, keep if working.
- Test link to template reference using latest api version, keep if working.
- Remove the relative link or strike it through.
