[Modules] Remove RBAC capabilities from ManagementGroup module

Description

• Currently there seems to be a provider issue regarding Managment Groups [Bug Report]: Management Group Deployment not working #1342
• To not further block the module from 'working' we should remove the failing RBAC capabilities from the module and and instead add a blocked issue to add them again once the provider issue is resolved ([Feature Request]: Add RBAC capabilities to ManagementGroup module #1543)
