[Modules] AKS: Updated secure defaults

Description

• Updated security reommendations
• Added disk encryption set parameter
• Added DiskEncryptionSet to dependency pipeline

Note: I excluded most policies of the attach issue as they'd require deployments onto the cluster. I guess we won't do that.
