Specify set of PS modules for different actions

Closes #873
GH runners take some time to set up due to an increasing list of PS modules to be installed.
Most of the modules are required for the removal step.

This change improves the environment agent setup time by specifying the required set of PS modules to install based on the job type

e.g. PS modules like 'Az.CognitiveServices','Az.Compute','Az.KeyVault','Az.Monitor','Az.OperationalInsights','Az.RecoveryServices' are not needed for Pester tests, thus are not installed on the runner executing them
